For his PhD project at the School of Slavonic and Eastern European Studies, University College London, Piotr examined the development of national hate crime policies in Poland. Specifically, he sought to answer the question why hate crime laws in this country cover hate speech and hate crimes based on racism and xenophobia, but leave out homophobic, transphobic or disablist violence. For this reason, he has analysed the arguments used by opponents of the expansion of hate crime laws, evaluated advocacy strategies of civil society groups as well as examined the influence of international bodies on the development of national hate crime measures.
